In many states, there are problems in providing supports right away to all persons who need them. As a result, many individuals have been waitlisted services. In addition, it is difficult for some groups of individuals to access services.This department highlights efforts by states and stakeholders to improve access to services by expanding the availability of community services and supports and/or reaching out to underserved populations.

	Oregon Plan for Universal Access to Services for People with Developmental Disabilities Oregon's plan for universal access spells out the steps the state will take to ensure that services are available to all eligible persons.
	Pennsylvania's Waiting List Reduction Initiative In 1998,Pennsylvania stakeholders developed a solid plan to reduce the state's waiting list for community services. This plan presently is being implemented.
